How to Pass the SERU Assessment

The SERU (Safety, Equality and Regulatory Understanding) assessment is required by TfL for anyone applying for or renewing a private hire vehicle (PHV) driver licence in London. Here’s a practical guide to help you pass.

1. Know what you’re tested on

The SERU test is based on the official TfL PHV Driver’s Handbook. It covers 10 sections: London PHV Driver Licensing, Licensing Requirements for PHVs, Carrying out Private Hire Journeys, Staying Safe, Driver Behaviour, Driving and Parking in London, Safer Driving, Equality and Disability, Safeguarding Children and Adults at Risk, and Ridesharing. Focus your study on these areas.

2. Practise in the real exam format

TfL’s live assessment uses a set number of questions in a mix of multiple-choice and sentence completion (fill-in-the-blank). Practising in the same format—including timed mock tests and section-by-section drills—builds confidence and improves your score on the day.

3. Use up-to-date material

TfL updates its rules and the handbook from time to time. Use material that’s aligned to the latest handbook and regulations so you’re not learning outdated answers. PassSERU keeps content in line with current TfL requirements.

4. Aim for a strong pass mark

TfL sets the official pass mark. A common benchmark used in preparation is 70%. Aim to score consistently above that in practice so you have a safety margin on the real test.

5. Review your weak areas

After each practice test, review any questions you got wrong or skipped. Section-based practice lets you target weaker topics (e.g. safeguarding, equality, licensing) until you’re confident across all 10 sections.
